RSS stands for Real Simple Syndication based on an XML format. It's used for distributing news, updated blogs, websites and headlines. If you find a website or blog beneficial and would like to be updated when they publish new content you would want to subscribe to a website's RSS feed.
Once a website updates it's content the new information is sent to an RSS reader. I personally use Google Reader. You can setup a free account and when you run into a quality website all you really need to do is click on the RSS button.
One of the major advantages to creating an RSS feed is to generate repeat traffic. If you can write beneficial or interesting content users will subscribe to your feed. Then when you update your website or blog all of your subscribers will receive the news in their RSS Reader.
At that point they they are given the headline and a small blurb with a 'Read More' link. In order for them to read the rest of your content they'll be directed back to your website.
Another advantage to an RSS feed is that since the person that subscribed to your RSS feed they will receive your content without it being caught by a bulk email filters. In addition to this you won't have issues with getting listed on spam filters.
If you're using an RSS feed to syndicate a blog, most blog software is integrated with a feed so there's nothing that you need to do.
With that said, it's possible to publicize your feeds through free services such as FeedBurner.com. They have tools to help you publicize your blog as well as track your traffic that was generated by your RSS feed.
